Dacorum Borough Planning Paths Dacorum Local Plan
Dacorum Borough Council has the following adopted or emerging policy documents:

Retained Policy 80 Bridleway Network

The network of public bridleways will be protected, improved and promoted through joint action with the highway authority, the Countryside Management Service (see Policy 96), other organisations and private landowners. Improvement of the bridleway network could involve diversion and/or closure of limited stretches of path which are no longer needed: however in either case, the change should not inconvenience walkers or adversely affect residential amenities. Appropriate efforts will be made to reduce the amount of road walking and riding necessary to link adjoining bridleways.

Particular attention will be given to the need to establish attractive bridleway routes independent from footpath links and well located in relation to riding establishments. Where practical, measures to reduce conflict between different users will be taken. Diversion of public bridleways as a result of development proposals will not be supported unless the environmental character of the route is maintained, riders and walkers are not significantly inconvenienced and/or significant planning advantages accrue.

Core Strategy - Delivering the Vision Text 26.16

Horse riding is a popular activity, and improvements to the bridleway network will be sought. The impact of equine activities on the landscape can be a problem and it will be mitigated in sensitive areas, especially the Chilterns Area of Outstanding Natural Beauty. The Chilterns Conservation Board provides good practice advice.

Core Strategy Text 9.11 and Policy CS8 Sustainable Transport

9.11 The Local Transport Plan is the delivery vehicle for transport improvements in the county. It has a number of priorities covering tackling congestion, accessibility planning, providing safer roads, and improving air quality and quality of life for residents. The West Hertfordshire Area Transport Plan and the Urban Transport Plans for the towns will provide a more detailed local focus to the LTP. The Core Strategy seeks to complement and deliver the priorities, plans and programmes of the LTP and related strategies.

POLICY CS8: Sustainable Transport
All new development will contribute to a well connected and accessible transport system whose principles are to:

  1. give priority to the needs of other road and passenger transport users over the private car in the following order:
    • pedestrians
    • cyclists
    • passenger transport (buses, trains and taxis)
    • powered two wheeled vehicles
    • other motor vehicles;
  2. ensure good access for people with disabilities;
  3. ensure passenger transport is integrated with movement on roads, footways and cycleways;
  4. create safer and continuous footpath and cycle networks, particularly in the towns;
  5. maintain and extend the rural rights of way network;
  6. improve road safety and air quality;
  7. strengthen links to and between key facilities (bus and railway stations, hospitals, main employers and town centres); and
  8. provide sufficient, safe and convenient parking based on car parking standards: the application of those standards will take account of the accessibility of the location, promoting economic development and regeneration, supporting shopping areas, safeguarding residential amenity and ensuring highway safety.
Development proposals will also contribute to the implementation of the strategies and priorities set out in the Local Transport Plan and local Urban Transport Plans.
